Specialist: Community Economic Facilitation

 Position Purpose
This position is responsible for managing community economic opportunities by liaising with different communities in the field of agriculture, tourism, and manufacturing industries by planning, developing, coordinating, implementing and evaluating a range of community/economic development projects initiated by and in support of communities by the Company within the SPEDU Region.

Facilitation of Community Based Projects

  • Economic Analysis and Research: Conduct in-depth research, surveys, and data collection on local economic conditions, such as employment rates, income levels, demographic shifts, and industry trends. They analyze this data to identify regional growth opportunities, strengths, and weaknesses.
  • Strategic Planning and Development: Formulate and implement strategic plans to attract new businesses, retain existing ones, and create jobs. This includes developing initiatives for community revitalization and infrastructure planning.
  • Policy Advising and Implementation: Provide expert analysis and advice to local governments, non-profits, or agencies regarding economic policies, tax incentives, and regulatory compliance.
  • Stakeholder Engagement and Liaison: Serve as a bridge between businesses, government officials, community organizations, and residents to facilitate collaboration, negotiate agreements, and streamline development projects.
  • Funding and Resource Acquisition: Identify, apply for, and secure funding through grants, loans, and private donations to support community projects.
  • Impact Assessment and Reporting: Monitor and evaluate the effectiveness of economic programs by preparing reports, using GIS mapping for spatial data analysis, and presenting findings to stakeholders.
  • Facilitates community clusters for land allocation; Provides support for entrepreneurship development; Addresses barriers to business start-up and growth.

Training and Capacity Building of Community Projects

  • Identifies training needs and coordinates relevant workshops for community-based organisations.
  • Facilitates mobilisation of community-based organisations to participate in shows, and exhibitions as well as to promote networking, learning and market penetration.
  • Facilitates benchmarking and skills exchange with established CBOs; Conducts regular project visits for monitoring purposes.
  • Stakeholder Engagement: Identifies key stakeholders, maintains effective communication and fosters partnerships with a variety of non-governmental organisations in providing services in the SPEDU Region.
  • Provides policy advice to government on appropriate initiatives, issues and legislation relevant to community developments.

Minimum Job Requirements

  • Education: Degree in any of the following; Social Sciences, Humanities, Public Relations, Agriculture, Urban Planning or Tourism. A Master’s Degree in any of the above is desirable.
  • Experience: Minimum of five (5) years post qualification experience.
  • Competencies: Appreciative inquiry. Human Rights Based Approach to Programming. Strategic Thinking. Clear understanding of community participatory models.

SPEDU

SPEDU is a Company wholly owned by the Government of the Republic of Botswana, under the Ministry of Trade and Entrepreneurship whose mandate is to facilitate and coordinate economic development projects and regeneration of the SPEDU Region. 

The Company promotes inward investment and trade facilitation in the Region. In particular, SPEDU is currently focusing on investment promotion, and is seeking to promote the establishment and growth of enterprises mainly in Manufacturing, Tourism, Agri-business and other business development initiatives.
