 Position Purpose
The Specialist, Manufacturing Value Chains Development enhances industrial competitiveness by analyzing, upgrading, and optimizing production processes from raw materials to end-market delivery. The specialist works with firms to identify bottlenecks, foster market linkages for producers, and implement strategic interventions to increase profitability, efficiency, and sustainability within specific sectors. responsible for maximizing the local value addition, employment, and industrial capacity derived from natural resources or industrial projects. They further focus on turning raw materials or economic activity into higher-value products and local economic opportunities, rather than just exporting raw materials or labor.

Responsibilities

  • Value Chain Analysis & Mapping: Conducting detailed studies of production, processing, and marketing to identify constraints, opportunities, and market access gaps.
  • Formulating Beneficiation Strategies: Designing, implementing, and monitoring frameworks that encourage local processing of raw materials (e.g., mineral, agricultural) to increase their value before export.
  • Policy Advice: Providing expert technical advice to government, industry, or corporate leadership regarding regulations for socioeconomic agreements, local content policies, and industrial strategies.
  • Regulatory Compliance: Ensuring that industrial or resource projects comply with local content requirements, socioeconomic agreements, and environmental regulations.
  • Upgrading Strategies: Developing and implementing technical strategies to enhance product quality, improve technology adoption, and increase value addition.
  • Market Linkages & Partnerships: Facilitates relationships between producers, SMMEs, and buyers, including organizing trade dialogues and supporting business investment.
  • Capacity Building: Training, mentoring, and offering technical assistance to stakeholders to strengthen competitiveness and sustainability.
  • Investment & Policy Support: Developing business plans to secure financing, analyzing trade policies, and providing inputs for policy improvements.
  • Land Facilitation: Manages the facilitation of land allocation process for investors (acquisition and leases).
  • Data management: Manage, maintains the development and provision of data base for project planning and management in Manufacturing and Industry.
  • Policy Review: Review the main existing manufacturing value chains in the region including market trends, technological and infrastructure status, market demand and supply, primary actors and their roles and linkages, post-harvest/production handling, business support service needs (including capacity building), and regulatory and control mechanisms.
  • Job Creation: Identification of possible improvements that can lead to significant increases in employment and income.

Minimum Job Requirements

  • Education: A Degree in Technical field such as Engineering (Electrical, Manufacturing, Industrial, Mechanical) or Technology (Industrial Design, Technology). A Master’s Degree in any of the above disciplines will be an added advantage.
  • Experience: Proven experience in a value chains development, with experience in supply chain management, market systems development (MSD), or Making Markets Work for the Poor (M4P) approaches.
  • Technical Competencies: Proficiency in data analysis, report writing, and strategic planning. Industry 4.0.
  • Behavioural Competencies: Strong networking abilities, team management, and ability to work with both private and public sectors. Strategic Thinking. Planning and Organising.
